These remain the property and responsibility of the shop who will need to take responsibility for the collection of their property. It does not matter who owns the land, the shop should retrieve their property.
TCBC has powers to control abandoned trolleys on any land – these are not used regularly. Because of this all issues can be referred to the store or to TCBC to address accordingly.

We do not have the power or right to remove this property, it is more than likely on the adopted highway. Regardless all Local Authorities do have the option in law to remove and impound wandering trolleys.
