Dog and litter bins overflowing.

We will empty a small number of Bron Afon’s bins as required (officers to use knowledge to target resource). NB in the event a bin has not been emptied it is most likely not ours due to the regularity of efforts to identify and deal with “our” street bins (there are also very few).

Qualifications / notes:

  • We only manage a small number of street bins; they are regularly emptied.
  • Reports of overflowing bins are highly likely to be TCBC (bins along a public highway form part of the highway irrespective of the position of the post, so if it serves the highway but is on a post in our verge that does not mean we empty it).

NB in the event of a damaged bin (that is ours) it is likely that it will be removed but not replaced, depending on location.

Please remember that the highway and items serving it (like bins) come under the same statutory duties and responsibilities (TCBC) Street bins. Bins in the street “serve” the highway – responsibility for these would rest with the owner of the street (highway) even if the post for the bin is on BA land. E.g., a full bin in the street would be dealt with by the body who has responsibility for the path. GIS (Planweb) has this detail in the highways layer. To report overflowing bins to TCBC follow this link:  Litter Bins | Torfaen County Borough Council
