You can use the default map on Planweb to check streetlight ownership.
The key on the right hand side will show how the BA owned streetlight layer appears, a green circle.
The other streetlights will need to be referred to Torfaen Council.
Search for the area where the streetlight is located and it will show on the map like this.
In this instance it is a TCBC street light, you can report this to them via call torfaen.
